Turn a broad need into a working brief
“We need better talent” is too broad to guide an engagement. Describe the business problem, affected roles, current capability and desired change. Decide which outcome matters: stronger selection, faster role readiness, clearer management routines or more reliable sustainability information.
Make national talent development practical
For workforce development in Oman, connect recruitment to a learning and progression plan. Name the skills, training opportunities, supervisors and evidence of readiness. Confirm any applicable workforce or Omanisation requirements with current official guidance for your activity.

Agree responsibilities and usable outputs
An agreed engagement might produce a role brief, selection framework, capability map, leadership workshop or information inventory. Confirm what is included, the review process, confidentiality and the people responsible for acting on the output.
Measure behaviour and evidence
Use observable indicators: whether interviewers apply the agreed criteria, whether trainees demonstrate a task, whether managers close actions, or whether reported figures can be traced to a source. Start with a baseline and review the result over a defined period.
