Start with the business activity and the role

Define the work, the required capabilities and the organisation’s planning horizon. Check applicable workforce requirements through current Ministry of Labour guidance for the relevant activity and occupation. This guide does not prescribe a quota or interpret a legal obligation.

Build a capability map

For each role, distinguish skills needed on day one from skills that can be developed with supervision. Record how readiness will be observed: a work sample, a supervised task, a relevant qualification or a structured interview. Avoid replacing evidence with assumptions about a candidate’s background.

Give development an owner

A training plan needs time, tasks, feedback and a named supervisor. Establish a sequence from observation to supported practice to independent work. Ask whether managers have the capacity to coach rather than simply adding training to an already full workload.

Track progression and retention

Review demonstrated capability, clarity of progression, quality of supervision and reasons people leave. Combine those findings with workforce needs. A recruitment number alone does not tell you whether the organisation is building sustainable capability.

An illustrative role-development plan

Consider an entry-level operations coordinator. Instead of writing “needs experience”, break the work into maintaining a schedule, checking documents, communicating a delay and escalating an exception. Decide which tasks require prior capability and which can be taught through supervised practice. Give the trainee access to examples of accurate work and a person who can answer questions.

At an agreed review point, assess a small set of real or simulated tasks using the same criteria applied at the start. If progress is weak, check the quality of instructions, practice opportunities and supervision before blaming the individual. The example describes a learning method; it does not establish a legal employment category or claim a particular programme is subsidised.

Your review checklist

Use these questions before turning the guide into a decision. Keep unanswered items visible and give each one an owner and a date.

  • Connect the role to a specific operational need.
  • Separate entry capability from trainable skills.
  • Name the supervisor and protect time for feedback.
  • Use consistent evidence of readiness and progression.
  • Review current official requirements for the actual business activity.
